A bulky package could draw unwanted attention if it is being mailed from another country. Small discreet packages are more likely to slip through unnoticed.
Many seed companies have a limit to the size of the order they will even send out.
Another way to look at is, you don't want to put all your seeds in to one basket. If you break it up in to five orders and one gets intercepted, your not out as much as if they had intercepted the one large order. That said, too many letters coming to an address from over seas can make the postal authorities suspicious.
You have to weigh the risks yourself. I have read some people say that they have had a one in five orders intercepted, and another 2 in 20. Thankfully I have not lost an order yet. It is a risk that you just have to accept.
There are some threads on here that discuss the way authorities profile the mail for drug activity. Do a search for mail profiling and read up. These threads have been very educational to me for things to avoid doing in order to not draw suspicion.
As Smoke68 said, it really depends on how many seeds are a lot. If your talking 100's, have you looked into cloning? How about breeding your own seeds from a good cross?
Buy only one or two packs of seeds. If you need more seeds, order several times, and have them sent at different, safe locations.
A single pack of seeds can be slipped into a simple envelope, and that's the kind of bulk mail customs just can't control. A large order will need a package, and that will always be a priority for them. Chances that your shipment will be singled out for inspection multiplies.

A single pack of seeds intercepted will lead to a letter from the Customs Department, notifying that an illegal product has been confiscated. A huge seed order might put you in a different category, and lead to a house call from the authorities.
pharoah i have looked into breeding and clones but where i am from it can be pretty difficult to come across clones and the bag seed wouldnt be worth it. eventually i would like to breed my own crosses and get some clones but for now i was going to order some seeds
That's what I meant... buy a couple of packs of seeds and grow some mothers to take clones from. You can get a lot of plants that way, or buy a couple of packs of quality genetics and breed your seeds from those. Clones are better since you can pick the best pheno and clone from there. My point was there are ways to come up with lots of plants then growing from a lot of seeds.
20 seeds are just a couple of packs and would be fine for a single discreet shipment.
Yup, Digital Hippy got it right, you can make a big order and their not going to send it all in one package. 4 to a envelope like seedboo says so theirs a chance a package or two might get swiped, but not most. And if you are making a bigger order stagger it a bit, diff times, diff addresses perhaps.
Although there is less loss if you only have one pack per order, its by no means a surefire prevention method.
I have had 3 SINGLE PACKS of seeds intercepted on three different occasions coming from the U.K. (including SEEDBAY) to the U.S. This is at two addresses as well (twice at one address, once at another, different names each time, three different retailers, all originating from different locations in the U.K.)
I never order more than 10 to 20 seeds per order. Fewer seeds draw less attention and if they are discovered its not as big a loss as it would be with a big order.
My first 3 pack order to SB came within 14 days of my mailing it. I was psyched.
I moved forward with a second order: now I've been wondering if I maybe blew it. I ordered 4 packs to the tune of $270 from SB 4 weeks ago. Nothing. No seeds, no customs green tape letter.
I didn't register an email addy with SB, thinking that was probably safest. Now I am sitting here in the dark, no clue what is up. I am on the West coast, so no Chicago hub concerns for me.
For those who have received the customs letter: how long after ordering seeds did it come? Am I jumping the gun by thinking I'm screwed? 28 days is more than enough time, and I listed lots of alternates...
One of my two orders just got here today and it took about a month. Last time it was 10 days. It would have helped to get a hotmail account and you would have known when they sent it out. Be patient. I would not get really worried for a couple of more weeks.
I like Mandala seeds. I have grown Satori, Kalichakra, Sadhu, Hashberry, and White Widow form Mandala seed company and found them easy to grow, easy to clone, and great quality buds after harvest. Best of all the price for seeds is very reasonable at $26.00 for a pack of 10 seeds.
Yes! My seeds came today. For those who get nervous after 3 weeks or so... this order came after 32 days. So hang in there.
That's 2 for 2 orders from the Boutique now. Nice. This'll keep me going for the rest of the year - Wonder Diesel, Diamond Head, Mangolian Indica, White Rhino femmed, Bubble Gum... can't wait to work with these strains.
