I have good idea but looking for reassurance
-400w MH & HPS or 600w necessary?
-3x3 flood&drain
-16 pots/plants O.K.? have enough room to grow or too crowded?
-any suggestions on rest of the room area to construct cloning section?
-Panda Film required completely around flood tray (setup of curtain type system necessary?

16 plants in a 3 x 3?

This brings up the topic of sog vs lst. With LST you would only have 1-2 plants in a 3 x 3, however, by opening up the plant (exposing more lower buds to the light's power range you effectively do the same thing. Bifurcation is the key here

I would replace those pots with net pots, and use polished ornamental stones from Dollar Store.

I just wanted to say that in a 3x3 area a 400w will do perfect. But the 600w will cover more of a 4x4.

Also having 16 plants in that tray is an abuse. You can work with half that number and hit the same crop numbers at the end with few veg days added.

With a 30x30cm DIY cloner, you are ready to clone for ever. Make the bubble cloner (air stone, air pump, 2-3 liter container) and you are good to go. I work with a 10x25 cm cloner and I can fit up to 20 clones in there no problem. Only use tap water, change water every 3 days, roots are up between 7-14 days top. Always take healthy clones for faster rooting.

Other than that, your setup looks clean as f! Really nice overall.

Its easier to divide the room with gypsum, or just buy a small tent for the veg/cloner. This could be much cheaper in time, no building required. No need to get a big tent, a 2x2x5 is enough. I have 2 2x2 veg tents, one with moms and the cloner, and the other one for veg. Using 1 gal smart pots, you can fit up to 9-10 moms in a 2x2!!!

Always have 2 separate rooms if you can, flower room needs a 12hr dark cycle, so having a veg room in the same space can be tricky. That's why I recommend getting a small tent. Use CFL tubes, so you don't produce too much heat, or electrical bill. With a small exhaust you can get that veg tent working completely sealed while your tray flowers. Avoiding light contamination!

cheers, and good luck!

Ps I forgot to agree with PetFlora, get net pots, and build some kind of a lid to protect the roots from the light. This will benefit you in many ways. Roots can come out of the pots and hang in the tray no problem for example.

Net pots are flooded more easily than other pots. Making your flood time shorter. Avoiding plants to need DO from the water for being flooded too much time. Also you can flood more times per day without problems.

srry for the double post

More plants = less veg time. If you have cheap seeds or use clones and legality is no issue I would say go for bigger numbers to reduce veg time -> less electricity used, and less time needed for start to finish.
