600w of energy is 600w of energy, no matter how you want to carve it. As a former CFL grower I can assure you that you'll need to ensure your ventilation is sufficient (1 exchange per minute). Measure the grow cabinet and get a fan that is rated at that many Cubic Feet per minute or higher.
The casting distance (or effective range for the lumens) is really short with CFL bulbs. Even with a 150w bulb they can't even effectively cover a 1'x1'x1' volume. The higher wattage variety, like the ones you are using, typically put out so much heat from the bulb that you need to keep the plants so far away that you'd be just as well off with a <30w bulb kept much closer. They will grow plants, don't get me wrong, but for the money and the time you can definitely improve.
If I were going to spend the money on the power I'd definitely be looking at a proper HID setup. For $150 you can get squared away way better (foot print, efficiency, and lifespan).
