Well Hello my fellow ICMager's, how are you all?!
It's been about 2 years since i've logged on and done my thing with the amazing hobby we all love, and I'm ready to get my hands dirty again
! I've been reading through various threads trying to get myself ready again ,but I'm doing things very very different than I've ever done before and need some help from all the pro's on here!
This time I will have a whole room to use for my vegging/flowering and I want to get the most out of everything BUT also want to keep my head UNDER the radar(which I truthfully don't know how far I can go while doing that). I was thinking of using 2 1k watt HPS's for flowering and a 1kwt MH or 600 wt MH for my veg room along with some CFL's for the fresh seedlings/cuttings. I don't know exactly how I'm going to be setting up my exhaust system/scrubber, but from my previous grows I have a 400-something(dont know exact)CFM inline 6-inch fan and a 265cfm 4inch squirrel cage (which I doubt will be useful, but please let me know if it has any use for what I'm doing).
Basically I don't know the exact dimensions of the room yet because I'm still looking around for a new place but I should have one within 2 weeks or so and I want to be prepared with supplies(as many as I can get without actually KNOWING what the room will look like) so I can get started right away. I know it will be a basic bedroom which will have a closet(which I plan to use for my veg room), but just don't know the exact dimensions yet. I was debating whether to get 2 HydroHuts(or a different hut thats like it) and put a 1kwt HPS in each one or just throw the 2 HPS's in the room and do it like that. I know doing it in the room will be WAY cheaper than the 2 huts, but if you all think I will get a better yield with the huts then I will put out the extra cash for them.
My next question is would running 2 1kwt HPS's and a 1kwt MH send any red flags at all, and would it also be very expensive to run them
? I was also wondering if you guys would suggest doing my first run from all seeds or growing out about 20 seeds and cutting clones from them when their ready for that and THEN flowering out the clones?(which would obviously take alot longer until my first harvest, but I figure if I do that I could keep a couple moms and just flower the rest of the seedlings out for the first run and then just use clones from there on out 
?).
Sorry for this huge post and all the questions, but I want to be prepared to start RIGHT away as soon as I find my place so I don't waste any time what so ever
! I figure with 2k watts of HPS I could pull about 2 lb's per harvest, and if running 3k watts of HPS isn't sending a red flag, and also wasn't super expensive I could do that too I just don't want to push my luck ya know 
? The state I live in has a 25 or more plant felony law with 15 years max and $10k fine max so I'm kinda worried to do more than that but what do you all think if I'll be using 2k MAYBE 3K watts of HPS and 1kwt MH(if all that is safe that is.)?

! I was thinkinb of scrogging but I don't know for sure yet. Also another main question would be I'm going to have to start from seed obviously, but should I start from seeds wait until I see sex and when their ready just cut tons of clones and THEN plant those for flowering and keep the seedlings as my moms? I'm thinking if I'm gonna do it i'm gonna do it as much as possible and do as many plants as I want , especially if I'm going to most likely be using 2 1000 watt HPS's and I plan to make get 2 light movers as well. And one more thing....is 2 1000wt HPS's and 1 1000wt MH a red flag for electricity? Does anybody know if it will cost alot to run them all also?
