new place new setup - 400W? 600W? vertical? cooled hood?

I moved to a new place and left my equipment there (new country)/

The new growing room is 1.2mX1.2mX2M.
ambient tmp is 20-28C (hot!)
Soil, BioBizz nutrients

there are 2 options as far as I can think of.

Option 1
- 600W HPS (what you think about digital ballast?, solis tek with the built in timer ?)
- air cooled hood? never used it before. is it really gonna help with tmp? is it gonna lower the lumens dramatically?
- 9x18L pots OR 16x11L pots

Option 2
- 400W HPS x 2 , vertical.
- 48x3.6L pots OR 36x6.5L pots (soil,vertical, each side will have 3 levels, each level will have 4/3 pots. total 12/9 plants on each sideX4 sides)

After thinking more and more Im getting the idea of one 600W HPS with 1.2X1.2X2m tent.

the new questions are:
1) magnetic VS digital ballast?
2) if digital, what you think about the Solis tek dimmable 1000W with the remote control for 600W HPS?
3) 600W HPS bulb - genesis? Sylvania GrowLux?
4) If air cooled hood - which one? sun system? super sun 2?
5) if air cooled hood - S&P TD silent 250\100 is enough ?

the idea is to have one 600W light, thinking of digital cuz its quieter, air cooled hood + small and silent vent, again sound to minimum is the key.
