Nevada: Governor Authorizes Creation Of Medical Cannabis DispensariesCarson City, NV: Republican Gov. Brian Sandoval has signed legislation, Senate Bill 374, authorizing for the creation of up to 66 medical marijuana production and distribution facilities.

Under the new law, state regulators will oversee the creation of licensed establishments to produce, test, and dispense cannabis and cannabis-infused products to authorized patients. Nevada voters enacted a state constitutional amendment in 2000 mandating state lawmakers to allow for physicians to authorize qualified patients to consume and grow cannabis. However, that law did not provide for facilities where patients may obtain medicinal cannabis.

Approximately 3,800 Nevadans are presently authorized to grow and/or consume cannabis under state law.

Senate Bill 374 imposes limits on the home cultivation of cannabis if patients reside within 25-miles of an operating dispensary. However, patients who are cultivating specific strains of cannabis not provided by a local dispensary may continue to engage in the home cultivation of such strains. Patients who have an established history of cultivating medical cannabis prior to July 1, 2013, also may continue to do so until March 31, 2016.

The bill also amends possession limits from one-ounce to two and one-half ounces and increases plant cultivation limits from three mature plants to twelve.

Medical marijuana products dispensed by state-licensed facilities will be subject to standard state sales taxes as well as a 4 percent excise tax, of which 75 percent will be directed to education and 25 percent will be directed toward implementing and enforcing the regulations.

Arizona, Colorado, New Jersey, Maine, New Mexico, and Rhode Island have state-licensed medical cannabis dispensaries up and running. Similar dispensary outlets are in the process of opening in Connecticut, Massachusetts, Vermont, and Washington, DC.

As more and more states come on board with the acceptance of medical marijuana, one has to look closely as to whether, from state to state, the acceptance is from a medicinal value standpoint or is the state merely traversing the slippery slope guarded by the unpredictable Feds in the financially spirited hope of catching a golden goose aka medical marijuana revenue.

Nevada could be a stellar example as to "be careful what you vote for", in regard to legalizing medicinal marijuana, simply because Nevada has a rich and long standing history of making money from activities/businesses which are considered illegal or at least morally questionable by other states.

There is an ongoing thread here at ICMag -.https://www.icmag.com/ic/showthread.php?t=261373 that chronicles the endeavors of a small band of Nevada residents who discovered when it comes to securing access to medical marijuana, the political machinery of Nevada may not necessarily have the interest of patients at the forefront. Norml is good at press releases. I spoke with the Norml spokesperson in Northern Nevada just before the last hearing and they didn't even know they were putting the "no grow" language in the bill. When I told them that it was unconstitutional because according to the constitution patients have the right to use and possess the PLANT, I was told to be happy that they were giving us the extra 2 years. Norml can suck my balls. Along with MPP. MPP could be happy that we now have dispensaries and that patients loose the right to grow their own. They had their "rep" there during the meeting when the "no grow" amendment was discovered during the hearing. Not a word then and still no word from them. Fuck them too. As long as these organizations are able to "tack" their name onto something they feel like they have done their job. Sad they are so happy with a bill that fucks the patients.
