Im thinking about writing a papper on the theory that the government introduced crack to the ghettos. Maybe someone can give me some sources to get me started?

Heh, i forgot an important part. The theory that the government introduced crack to the ghettos to hinder the progression of black people? What do u guys think i should do it on, has to be government conspiracy.
If the paper was masters or doctorate level, I would say spend the time trying to prove your crack introduced by the government theory. For undergraduate, try for something easier and try to do a good job with lots of references, no grammer or spelling problems, etc... Maybe try to prove that the government does not care enough or is ignoring the problem. That could still be some sort of conspiracy. The people that voted the representatives into office don't care because they are not affected therfore the representatives also do not care or ignore it. Maybe an unspoken theme of what white people, being the majority, consider important. White people are operating with the representatives in a subversive way(unspoken) to discriminate which would be illegal and fit the definition of conspiracy. In other words, if crack were a white problem then there would be more done to help control it by the white majority.

you should write that crack is a problem when they see the black man getting rich off it. govt don't want any affluent african americans! that money would give them power and give opportuninty to strongarm the country the way we did to get what we want. it's simple math really; MONEY+POWER = CONTROL

Freebasing coke = not the same as crack rock cocaine.
Crack is an impure fore of freebasing cocaine. The two are slightly different. Though they have similar effect just one is more impure then the other. Which is why freebase has gone out and crack is in. It's a lot easier to make and gets you more product.
