The whole garage is 456sqf,the grow room is 60 sqft. Do I put ac in window and cool garage or portable AC in room...Can't afford a mini split at the moment.?

No way to move the room over to the a/c window?

Have you thought about putting an a/c in the wall of the room? The heat would add to the garage heat, but the grow room would be controlled. ;)

A/C is usually used with closed rooms, because unless you have massive A/C you're simply exhausting all your cold air out the exit.

I'd cool lung room , you could put a divider in she'd to reduce the size of the lung room so AC works better.
By cooling the lung room the heat from the AC is outside and you don't have to contend with that aswell .

If you can cool the entire garage, go for it. Portable a/c, unless they have much better designs now, are inefficient.
Again, A/c is generally for enclosed spaces which do not have inlet/exhaust air exchange. Usually CO2 enrichment is warranted, depending on the size of the grow and occupants of the space.
In a garage I would consider CO2 supplementation and A/C.
