My new 400w is inferior to my 600w

I just ordered a 400w hps complete with ballast. I got a very good deal on it and was pleased with the price. I set it up early this morning and turned it on right next to my 600w hps. Both lights are in cooltubes, although the 400w is in a homemade cooltube.

The 600w had a nice hortilux red bulb and the 400w came with a standard sylvania 400w bulb. The 400 looks quite impotent next to the 600w, and it's only a 200 watt difference. Is this normal, or is it because of the cheap bulb?

I would be happy to get a better bulb, but I dont want to spend a lot of cash if this isn't the issue.

Any help/advice/analysis would be appreciated.


P.S. I have never used any light less than 600w before so I don't know what to expect.
 
Thanks. OBVIOUSLY, the 400w will be inferior. I just wanted to see if there was anything I could do make it LESS INFERIOR.

I will ask again: Will buying a high end hortilux eye bulb be worth the gains I will get from sticking it in my 400 fixture.
