Activists everywhere need to be sure that personal growing provisions are part of any referendum. They embed cannabis in our culture & the public consciousness in a totally profound way. There's no going back from there short of the DEA really acting like the Gestapo. They can't reasonably enforce federal statutes against personal growing w/o local help.
No matter what else happens, Home growers in Colorado will prevail, forever altering our society in a very positive way. It can't be stopped. Not now, and not ever again short of an exercise in widespread naked tyranny. It's already way too big for that. The number of law abiding people growing their own simply overwhelms authoritarian efforts to the contrary. Constitutionally protected personal growing doesn't win the battle- it wins the War. Personal growing is now locked in to the Colorado system. It's what compels the authorities to make retail actually work.
Activists don't need to reinvent the wheel. They need to use A64 as a template in their own states. It's a proven winner, far from perfect, but it strikes the right balance to get a lot of people onboard with legalization.
