Observational study, doesn’t take into account quite a few confounding variables. While interesting, we shouldn’t interpret it as “cannabis causes a 3x increase in PAD” (not accusing you of this btw, just pointing it out).

Would be interesting to see a proposed mechanism, if it is intact cannabis or one of its constituents that’s causing the association.
