I've been to Malawi. I wan't there on a cannabis-related trip, but it was amazing. I have been all over the world, mostly to impoverished nations, and the people of Malawi are the kindest I've ever encountered. The nation is the poorest in Africa, which is saying a lot, yet the vibe there is very different than other areas of Africa because they haven't been ravaged by war, only poverty.
My guide told me that most of the ganj grown in his country comes from the mountains near the lake, in an area called Nkhotakota. He also spoke of how corruption of the police allows it to be transported, but then said individuals who are caught go to jail, including foreigners. The impression I got was that he was talking about people like myself living among the locals. I have a hard time believing that the Police would arrest you for smoking a joint in the tourist areas when that's all the country has for income is tourism.
If you have never been to Africa, it will humble you & change you forever. Sorry I can't help you with cannabis-specific info. . .
