little black blobs on flowering plants

on one of my outdoor plants that is about 2 weeks into flower, on a couple of her budsites, there are these little black blobs. they are pretty tiny and i got one off with my fingernail and i was examining it. it doesnt appear to be a bug, but im not going to rule that out because i think i saw litttttle legs?

does this sound familiar to anyone?

im going to foliar spray with neem oil tonight. will the neem harm the plant that is 1 week in to flower?

i will use a low dose or a high dose? i think its still early enough in flower to spray...

if there are no trichs, go ahead and neem em , if you think you seen little eggs along the bottom of the leaf.if its mites youl see little white spots on top of your leafs.

scales? My bhrugmansias get em alot, they have a mutualistic relationship with ants.

lots of different types, the ones i had were very small, black, bout the size of a sesame seed.

3 foliar feeds of neem seems to have it under control.
