Lime (question)

I am a bit confused and don't want to screw up from the very start. I've got my soil mixed - 3 parts coco, 2 parts peat, 3 parts perlite, 2 parts worm castings. Just hesitating to add the lime after testing my tap water.

I understand that dolomite lime helps to buffer pH in your soil, and I understand that to mean it helps the soil keep the pH steadier even when the water pH might be fluctuating. I also understand that lime raises the soil's pH.

From what I have been reading over the past 6 weeks or so is that it's pretty much a required ingredient.

However, my water exceeds 8.0 and I am going to have to go pretty heavy on the PH Down just to get into range. Won't using lime just bring the pH back up again?

K so after some skimming through Google I have realized that the peat probably will make the soil somewhat acidic and that I should add the lime, wait a week for the mix to cook and then test the runoff. Then I will have the true picture of the pH and can adjust accordingly.
