Its better to design the room So it has a perfect environment. Whatever lighting that may have. You should maybe air cool the lights if they are too hot for the space.
at 92f, the plants can no longer grow - that's actually the cut off point (afaik) so to answer your question... 400 at 82 means plants can grow, 800 at 92 means they can't...
Jakes right though, with a bit of planning you can create the right environment using what you have
Agree with the two previous posts. If you are running 82F at 400w and 92F at 800ish, then my guess is that last two hundred watts is costing you thermally. If you can run at 600, that might not be far from 82F. 82F or even warmer is ok. Keep 'em hydrated. Good luck!
