Plant in flower, have an led was wondering should I leave both veg and bloom lights on or just bloom since should be cooler in flower

That's usually grower preference.
Some keep both on for veg and bloom.
Some switch when they flip.
Some veg using veg, then both for first weeks of veg. Then switch to bloom only.
Some will also turn the veg switch back on during the final 2 weeks of bloom- to raise the amount of blue in the spectrum.

Most simply flick "on" flower, when flowering. e.g both switches on
