As I have mentioned in another thread, the Leader of the Federal Liberal Party of Canada, Justin Trudeau, has proposed the legalization, regulation and taxation of cannabis as part of his election policy platform.
Justin Trudeau's Liberal Party of Canada currently leads in all national opinion polls. Recently, the Liberal Party of Canada has added a petition to the party's main website as well. It is expected that the dual purpose of adding the petition to the party's website was to: 1) convince voters that Trudeau is serious about the proposal; and 2) to assist the party in developing a base of individual financial supporters from whom to solicit campaign contributions. The next federal election in Canada is not expected until October 2015.
The provincial wing of the Liberal party in British Columbia released its draft policy framework for legalization earlier this year. While the federal party has not indicated that it approves of the draft framework as yet, it certainly indicates where the federal proposal for legalization is very likely to go in terms of specifics.
This is a comprehensive framework for the drafting of a legislative model for legalization, regulation and taxation. It is not like any ballot initiative concerning medical or legalized cannabis seen in the United States to date. This is because the policy paper is meant to guide a comprehensive legalization from the top down, dealing with all criminal and civil regulations at once, as implemented by the Government of Canada in partnership with the various provincial governments.
It's fascinating reading and weighs in at 38 pages. The policy framework doesn't shy away from specifics either. The paper addressed whether Canadians will be able to grow for personal use under legalization? (YES.) It also recommends limits on how much may be bought at once. (4 ounces.) It does not recommend that there be any limits on potency, strains, resins or edibles, either.
