IMO, it's definately worth it. You've got the fan either way, and that's the biggest cost. you can buy the stuff to make a cool tube for about $15. I have plants in my room that are within 2-3" of a 1000w HPS, and not burning - wouldn't be possible without a cool tube.

I have grown several times like you but I found problems which I feel was most likely due to heat. I had an open room and relied on an oscilating fan just blowing room air around.
I took no notice of temps. dont know what they were.... but mostly I had hermies....
this time I have an inline fan that cost me about 90 bux. it is pulling air from next to the lamp. The lamp shade is open so its not designed as an aircooled hood.
The temps fell about 8 - 10 degrees C. from right near the lamp. It was more than I wanted to spend but it is matched well to the size of the area. I am happy with it so far. The true test will be in the results of course and they are still some way off.
ask yourself what it is that you think is missing/not right in your setup or past grows which causes you to think abuot buying a fan. and have a look at the size of your grow space and work out exactly how big a fan you really need for that space. There is no point spending more than you need to.
I had a post in grow rooms and equipment forum about getting the right size fan. I need to link it and my diary in my sig but if you search on my nick you should find it. Some thing about open rooms or enclosed.

Nite Tigers cool tubes are good setup. I checked out his thread in the begining and I spent ages searching for a tube or hurricane lamp shade I could use the way he has. I havent found anything yet but I am still looking and if I score something I will go that way for sure.

I built that cool tube for like $20 and it allows the light to get about 1" away as long as nothing touches the glass. I can actually touch the bottom of the bulb. It's a 250w hps with 80cfm fan. Air will cut down lumens, glass will too, but I believe the glass still makes up for it in the proximity.
