*Kush* Looks Retarded :/

This kush baby is about 8 days old from sprouting. The soil mixture is Regular Top Soil and Per-Lite. I use a 400 watt mh in an exhausted cool-tube, temps are anywhere from 80-88.

Any ideas why this plant looks like a runt? Will it eventually grow into something smokeable?

Ive had mutant seedlings like that but in the pic it also looks like the leaves are drooping which is a separate problem IMO... just water carefully in case im not wrong
