Keeping a small plant in veg all winter?

I have a starter (don't ask why, in September) which may be valuable. Is it possible to grow this to a small size (anywhere from 6 to 18 inches) and keep it all winter in a state in which it does not grow larger - or at least, not much larger? In spring it would go outside for transplant.

Just take some cuttings if the plant outgrows its space. Keep a mother plant all Winter under a 16 hr photoperiod. Should be pretty easy to keep her until next Spring.

Yes, a clone/motherplant can be kept at that size for a few months. You can always take a new clone or prune it a bit if it grows too much.

Make sure, if you plan on flowering the mum, to up-pot a month or so before the last frost and increase light hours. Having a vigorously growing plant before hardening off (2 to 3 days of decreasing shade to adapt back to sunlight vs. indoor lighting) will help make the healthiest and best growing outdoor plant.

Or a few years in this case...Bonzai baby! Kept several moms, some for years long ago. Really just need to trim and root prune. You can see the trunks on some of those! Not sure how to put full size images from my albums in??
