Here's my humble short analysis of this initiative whose only chance at passing I believe is if everyone but diehard hippies leave Cali. Frankly it boggles my mind how anyone think it may pass.
Paragraph 1 generally legalizes any kind of consumption, cultivation, transportation, manufacture etc of pot for 21+. Which is great.
However if you look where this act prohibits smoking in the streets or blowing smoke in children's faces it doesn't. Thus per Paragraph 1 it's all legal.
With regard to public smoking it has this one provision
It doesn't stop there. If anyone happens to have a problem with you blowing smoke in their faces on public street, you just call the cops. It's a misdemeanor to prevent you from exercising your rights granted by this act.
Under "Personal use" you can have up to 99 plants or 12 pounds of dried hemp ("per year").
And then there's something I would sincerely support: full and unconditional amnesty for non-violent pot criminals.
Also prohibitionists main talking point with 19 were stoned vehicle operators. All while 19 specifically exempts itself from this issue. This act doesn't say a word about it. Think they'll notice?
I really hope Lee and crew have something in works cause this self-defeating bad boy would be a gift to prohibitionists.

Then there are good things like no taxes for MMJ (Par 4), no testing for metabolites for employment purposes (Par 5), gurantees for industrial hemp producers against descrimination (Par 3) , ban on using LEOs/funds for federal drug enforcement (Par 9), ceiling on commercial sales tax and some other stuff.6. Use of cannabis hemp products for religious or spiritual purposes shall be considered an inalienable right; and shall be protected by the full force of the State and Federal Constitutions.

But what exactly does this mean? What if you have other charges/convictions besides pot? Like rape/robbery/murder. Also free?II. Repeal, delete, and expunge any and all existing statutory laws that conflict with the provisions of this initiative.
1. Enactment of this initiative shall include: amnesty, immediate release from prison, jail, parole, and probation, and clearing, expungement, and deletion of all criminal records for all persons currently charged with, or convicted of any non-violent cannabis hemp marijuana offenses included in this initiative which are hereby no longer illegal in the State of California. People who fall within this category that triggered an original sentence are included within this provision.
