Depends where you are. It is more free than Seattle. Fuck... more free than than the Ave. I live in the PNW and I stayed in South Italy for a few years.
In Naples EVERYONE smokes or has smoked or will smoke or doesn't give a fuck.
The culture there revolves around standing around outside bullshitting and drinking caffe. The younger guys and the hip older guys all prep up hash and tobacco joints all night and day right in the middle of parks,churches,bars, street corners, airport bathrooms.
Just let me know exactly where you are headed and I can better assist you. I had to cop erb all over europe, it can be tricky.

I'm a Brit living in north Italy, and can say Naples is different to most places.
Almost everywhere else, cannabis is definately NOT tolerated in public, and you would be quickly arrested and locked up for doing so.
It's also hard to find pretty much everywhere else, including Milan, Rome, etc, and expensive when you do.
The minimum cost is about 10 Euro a gram, for mid grade hash (if you're lucky), and herb if you can find it (watch out for wet and glass weed - these are also common).
That's about 15-16 dollars a gram for relatively poor quality compared to the states and the Netherlands, and it's very hard to come by apart from in Naples.
I don't think the law has gone through regarding a decriminalised personal amount, although I'm not sure.
The amount mentioned was 500mg THC.
Either way, DO NOT get caught as a tourist with hash or weed - I think you will definately get arrested.
Maybe even in Naples, as there's usually one rule for the locals (remember lots of Mafia influence down there, so the police are scared of arresting many locals anyway), and one rule for the foreigners.

My experiences in the north was spendy but hassle free. I copped and puffed in Livorno, Firenze, Venezia, Torino(during Olympics) and of course Rome.
Perhaps it has to do with my look. Similar to Jesus some say.
I have always gone with hip young guys and baked looking foreigners, and success.
I honestly suggest, Carbon, that you hang around a school or on the beach and make some new foreign buddies. Friends always help friends.
Use the noodle though. Never give the money first and never get more than 20 euro, unless you know it will be legit.
As far as quality goes, shittty people smoke shitty smoke, keep that in mind.

in italy the rules are changingc alot if youre heading south or north...
normaly if you dont smoke to open in front of people they dont care to much....but "normally" is not always the case !!
heading more north then "verona" i woudnt recomment...there police is much more severe !! (no joke)
a real good city is "bologna", lot of , open people ("montagnola" has been always good place in bologna, ther´s a alternative market once a week)
but like everywhere else also in italy times have changen a bit....so dont akt as you would be in holland !!
