what they should of done dig out that section place same amount of plants under ground covered the top had a man hole hidden and out of site make a roof or what ever have some plants on top in beds etc ..
cleaned up there fucking mess , and follow local grading permits do one grow take profits and actually make it work for you .. investments

think about it over 10,000 pounds harvested one time do the math i be sipping drinks on a beach and washing that money and not even worrying about growing anymore ..
