Is this safe?

I am running a 250w hps light, 1 small fan and a 25w extractor fan on an extention lead. Is this ok or is it a fire risk?
 
Ok, also i have a magnetic ballast and for some reason when i connect the earth from my reflector to it, the bulb wont start. But when i disconnected the earth from the reflector it worked fine. Is it ok to use an unearthed reflector.

It's no big deal to run an ungrounded reflector. Better to ground certainly...BUT I'd ask why that anomaly exists. Whether the reflector is grounded or not shouldn't effect the start-up of your light. Make sure this is plugged into a GFI outlet and I'd try and track down the problem. You could have a short to said reflector which could prove disasterous

Evil is on to something. The green ground is not part of the circuit and should have no effect on the lamp lighting up. The electrical circuit is the black(+) and white(-) wires. Black goes to the brass screw, white to the silver screw.

Green connects your hood to the center of the earth so that any stray charge uses it instead of your body to go to ground.
