Is this heli using FLIR? seems so obvious

Theres a helicopter I see about every 3 months that flys over my neighborhood and others close by, Im pretty sure there using FLIR looking for growhouses, they fly over almost everyones house including mine and turn right when the subdivision ends to go to the next one.
The past 2 times its been a yellow or fire department heli, they were out for over an hour today so they probably flew over most of the town. Are they really using flir? it seems so obvious and I can't think of anything else there doing, But I thought they needed a warrant to scan your house with flir?

Power companies use flir to look for faulty or overloaded lines, and transformers generating heat. A sealed room inside a room with a split ac does away with a lot of the lie concerns

The fire dept. wouldn't be looking for grow houses; and I think leo flir helicopters have a big round camera thing hanging off the side; I was out in the forest once and a blackhawk kept flying around, it had a big round camera thing on the side; I found when I came out of the forest that they were looking for two lost hikers, a leo approched me and asked if I had seen them.
It must have been a thermal imaging camera which is what leo use I imagine as they pick up heat.
