No, that looks like some kind of parasite attack. Check the underneath of your leaves with a magnifying glass.

I saw very white thin strands, i sprayed everything down w/ neem oil mixture, both sides of leaves.

I should note, that everything looked fine yesterday. All that was done 24h ago:

1: threw a small frozen water bottle in bucket to cool it down for about 10 min.
2: added 10ml of Fox Farm Big Bloom + 25ml Grow Big
3: Misted w/ 6.5ph water.

Do you think the misting bottle could be housing something? Its never used for anything but water.

Grow big 6-4-4? You added this to 1 gallon of water? Too strong! How are the plants being grown? (hydro, soil, soilless, etc..) If soil, is there dolomite lime? Are you testing ph?

Spidermites, thrips, fungus gnats always find their way in. They're airborne, they hitchhike on storebought vegetables and fruit, on cats and dogs, in your hair or clothes. You need to live in the desert or Antarktis not to get them at one point or another.
First, figure out what you've got. When you know, we'll take it from there. The neem oil will slow an infestation down, but it will not rid you of it.

Ok,

The ferts are technically for Soil, however i've been using them for 4 months and this is the first problem i've seen.

I compared the top/bottom of the affected leaves from that plant, to the top/bottom of the same strain healthy plant.

The white strands i see seem to be on every plant, i am using a 100x microscope. So maybe its just too strong?

As far as the affected areas i don't see any bugs, spider mites, etc walking crawling, etc on the leaves.

I find it hard to believe thats a chemical burn.... but i'm not that experienced in diagnosing.... so hrm.

I'll keep misting it w/ neem oil and keep an eye on things.

From the pic, my guess is thrips. This is what thrips damage look like:

a 100Xmicroscope is overkill. You should be able to see them, if they're there.

Yea i dont see any.. that damage looks more white in color .. mine is more yellow.
Does that matter?
