I have a friend who is a mechanic and he says the one he worked on had a police engine. Therefore the actual driver of those types of mufflers is the D.E.A.
They say that the squeaky wheel gets greased.

No, the police have heads with a face. Muffler is all metal and oval
....... but, a muffler has a lot to say whereas the PoPo have to be discreet.

If you are asking (I have no clue) if police go after loud muffler noises I can tell you definitely NOT.
A while back I had an butthead try to remove my catalytic converter. He got the bolts off the manifold. It was unreasonably loud. The cop told me "that's normal". Jackass!
