with a 400 MH my plants aren't showing that many pistil. I threw a clone in my grow room to see how that does and it is full of pistils.

yet my 4 foot plants aren't showing much progress. ???????

switch to HPS for flowering, MH is for veg (5000k-6500k), HPS will produce more of the 2000k-3000k range required for flower phase...

patience young grasshopper.

get some HPS and youll see a bigger difference.

plus clones are sexually mature and will show faster than a seed plant.

not sure so don't quote me, but wouldn't small plants flower faster than 4 footers?
the amount of hormones needed to produce flowers is higher in larger plants, so will take longer.

was the clone of the same 4 footers?

Take what Toxic hippie said as expert advice cause its bang on, sexually mature !! 2-3 days of darkness will help them transition faster and start showing you those little pistils. and have all your transplanting done one week prior at least so there is no stress when the transition begins.

i already started the 12/12 phase, is it to late to give the plants 2-3 days of darkness? and i have transplanted my plants to there final resting place.

^^no, I think it would do more harm than good now. I don't really think in the end its helpful either way, so I may be biased.
