You arent going to see buds until the light/dark ratio gets right. Standard 12/12, light and dark is where marijuana starts flowering but some plants will start at around 10 or so hrs of darkness. When you start them does not matter unless the light/dark is right at the time......

Umm, here in Upstate NY the general rule is they start around August 10 - 15. Last year I had a C99 x Haze (Neville's Haze pheno) outdoors and it began showing buds on August 14th. Earlier strains should start around the last week of July to the first week of August. It depends on strain, some start at 15 hours of light and some start at 14 - 13 hours. These are just my observations.
