I need help with my MH lighting/veg lighting

I recently bought a 250 watt MH bulb off ebay and a ballast replacement kit also off ebay. The kit contained a ballast and a capacitor, but no ignitor, socket, or cables. I looked into the problem by asking a lighting design expert and automotive lighting expert about the problem. He said that there was no reason why I should be using a 250 watt MH bulb on 7 plants, that any kind of HID lighting was excessive for plant growth. He is not familiar with growing however, so I took his suggestion under light advisement. I looked all over the net and asked other growers and looked on posts on here; many talk about using HID lighting on their plants and pictorials showing the plants thriving under close growth. I asked another film and lighting expert about powering the bulb in order to gauge the brightness. He's just a little stupid and socially inept sometimes so I'm not sure to believe him. He at first though that there were two ballasts in the kit, and then said that I needed a socket and etc. Then he proceeded to tell me that it was crazy to use that light and that I was going to burn down the house/melt the wiring/electricute myself. I had touched the bulb and he insisted that there was no way of using it since there were oils on the glass. The other lighting expert refuted that I could use an alcohol swab to clean it off. Here's what I can verify: I cannot power the bulb at present, my plants should be doing a lot better at 3 weeks from seed, I have already spent about $70 on the bulb and ballast kit alone. I'm not anxious to buy much more just for growing 7 plants for medicinal use. I also have access to a south facing sundeck that is less than a mile from the beach, in Long Beach, Ca. It gets pretty cold at night so I wouldn't really want to leave them out all the time, but I could give them sunlight through a sliding glass door. Not sure what to do on a lot of settings and I'm unable to access the chat for some reason. I would like very much to find used lighting products locally for cheap/free. Imo you got what you paid for. I would chalk it up as a lesson learned and not buy cheap lights off ebay, or if you do make for certain they are fully assembled. Imo2, 250w isnt enough to fully support six flowering plants, assuming the last one is a mother plant.
