hydro and a reduced weigh in?

currently, i do micro soil grows, a couple of small plants that yield about an OZ at harvest
i consider my security good, but i never stop thinking about reducing risk
so in my state(NY), i do see the occasional nasty weigh in procedure, dirt and root and plant
now this seems to be done at the initial charge, bigger weight to start with bigger charges
from what i've read of NY prosecutions, this doesn't hold through the process
at some point, this bogus weigh in is tossed, and a more realistic weight is used
but if it's possible to short circuit this risk, it's worth considering

so i have seen some posts that mention hydro grows get the 'real' weigh in right at the start
i guess the weighing of reservoir is too much of a stretch for our sketchy legal system
i'm not too well read on hydro, i do see a bunch of hydro methods
but from what i see, coco or a pot of perlite would still have a root ball with plenty of weight tucked in
so does anyone have some specific knowledge of hydro and no bogus extra weight? +rep for any help

If they're weighing soil, then hydro would seem to be the way to go. I have never heard of anyone trying to call hydroponic solution part of the weigh in.

thanks for your feedback, pretty much what i've seen/heard, but just don't for sure
kind of wonder if there is any bogus crap they could dredge up for hydro, haven't seen any indication of it anyways
