what is proper humidity for veg? flower? how can i adjust if to high or low currently my veg room is at about 70 and i want to flower today or tommorrow

I find a higher RH is better in veg anything 50% or better is good but I do like around 70% if I can get it.If it falls below 50% RH I use a cool mist humidifier which works well and is a natural mite repellent.I like an RH of about 40% in flower,I use a dehumidifier in the flower room and set it at 40%.I pull a little over 2 gallons of water out of an 8 by 8 room in a little over 12 hours.If you have a sealed room its absolutely necessary to run your dehumid. during the dark hours when RH will normally rise

I agre with ballastman....anywhere between 60%-80% veg and 40%-50% flower. works good 4 me.

any other tricks to get humidity down diy? are dehumidifiers expensive?

Yep.I think mine was about 350.00
