How high should light be over seedlings?

Greetings All!
Started a new grow, AK47, and White Widow. Both are in 4 inch pots, with a mixture of fine soil, and perlite. I have covered them over with clear plastic, to retain moisture. Planted 4 days ago, and the AK47, has broken the surface this morning!
I am using a single Philips Master PL Electronic 15W/865 grow light. I know that this is not a very powerful light, but wondered at what height it should be over the 2 pots, to prevent any stretching of the seedlings?
Any info would be most welcome:)

perfect light, as close as you can. the closer the better for reducing node spacing.
that intensity would be hard pressed to burn anything. you'll get internode spacing sub 1/2"...lose the plastic after they show but mist occasionally.
