From my experience- 6+ grows- If they are not actually touching with flouros, it's all good. With HPS common sense test: hold your hand at the top of the plant. If you do not feel any discomfort, plants should be OK. Source- The Cannabis Grow Bible. -Gregg Green.
thats how i judge my distance uncola....get the fluoro's as close as possible...mabey even on the sides??? to help lower growth....and i disagree with you the mole, CFL's are very good for heat i have some in my veg room and they are literally less than 1 inch from the plants with no heat damage at all.....
cheers,

I have two Hydro-farms hooded 125w cfl's that get extensive use, from seedlings, cuttings and very first couple weeks of Veg.I love these lights dearly..they are light weight, easy to hang, produce minimal radiated heat..the inside of the hood can get quite warm though.I consider them 'indespensable'.During the first weeks of growth, I believe they are a great spectrum of light for vegging, they really produce compact nodal structure and beautiful lush green foliage..no burning whatsoever!! For cuttings, you do need to back he light UP..Approx.36inch away for the first week..then during the second week drop it down 12'in.The very 1st time I used this wattage on cuttings,I had the light WAY TOO CLOSE..I could actually watch the cuttings Bend away from the light!! On seedlings keep the lights fairly close, and move up with the growth of the plant. You should only use these Lights initially though..once you're babies are established in good size containers they will absolutely need HID lighting.
I agree Skunkenstein CFLs are great for giving seedlings an early tight node structure. I prefer it over an HPS because the seedling has to stretch way up to the bulb. Having the bulb super close gives dense growth.
Get those CFL's close but watch the room/box temerature from going too high or youll get nasty leaves
Place your hand where the top of the plant/canopy is.... Keep it there for a minute or so. If it is comfortable and not too hot your plants will be fine, otherwise adjust!
I wonder if Philcuisine is still around here was the phototron expert,he sure knew how to utilize them.I used to get a kick when someone would start a phototron thread and someone else would post "those things are crap" and phil would come back with a pic that would be in the upper 90th percentile in quality of any indoor erb grown "normally".Its defiantely not the unit but the grower when it comes to those things.I would probably totally suck growin in a phototron
