What's wrong with it? Just water and lights, cfl's and a fan.
Stay-Green potting mix w/fert.

I would say your soil is to hot because of the ferts in the soil.

Too much food? Temps too hot?

By the looks of the nutrient pellets mixed up in hte soil i think we are looking at a nute burn, try to transplant it into a pot of fresh soil w/o nutes and pure water
