[Help] veg-growbox design, wiring and overall safety

Hello Everyone!
I am planning to build little veg-box just to start my plants inside before putting them outdoors. This is my little project (60x40x45) and a good option to learn and to maximize my knowledge before moving on to bigger project! My biggest concern is not if my plants will grow fine, but safety!

The 1st picture is roughly drawn and is like basic concept what it will look like! (intake vent on bottom right, exhaust with DIY carbon filter, and 3 lights - CFL 3x23W cool daylight)

I am planning to take pre-wired bulb sockets and put them inside pvc tubes and form them into Trident like shape with the end outside of the box (it would all be tightened with tape pretty much like a junction box) The bulb sockets woud come in the ends and fitted with some glue/silicone..

My biggest concern is ofcourse if the wiring!! The one like this in pictures 3, 4 would be good! I would use 3X23W lights. 3 prewired sockets, 1 power cable with plug /and pre-cut ends.
I am just wondering if grounding would add extra to safety and how it should be done for this exact case :)

Wooden box from plywood. Inner will be painted with white latex colour! What is good alternative to Mylar? (read that it is not the most fire-resistant!)

The fans will be wired in junction box. Read someones thread here for PC grow and fan safety so I got the idea of what good wiring there looks!

I know that my box is small and that i am using only 3- 23W lights, so the current taken from the system is pretty low and not in the red zones like with 600W grows! I will use this to experimentate a little and to get some basic experience of setting up these things!
I am willing to spend extra money for the safety!
Also links to any real good threads with simple, basic guide regarding these stuff would be great!
