Help! Strange black spots on fan leaves!

Hey guys
i recently moved my Em-Dogs into my room under a 600w HPS after being under CFLs in a wardrobe.
The room has recently been re built so it could be a number o things ranging from , too much light, bulb bein faulty and burnig, residue from cleaning prducts comin out of my fan landing on fan leaves, or even a bacterial/ funghi infection.
I cant spot any pests since i neem, spray for mites and mildew religiously. Here a couple of pics, hope the quality is okay

Second picture is much better quality, can take more if needed
Its only on 2 or 3 of my 8 cuts and im starting to get worried as it seems to be gettin gradually but very slowly worse. Heeeelp!

Neem oil sprayed 2x times a day is best

I don't see black spots in tha pic. I see a bunch of yellow spots though.

Looks like you spilled ferts on the leaf. Are you doing follar feedings?

Yeah thats what i thought easy7?
Scrappy they are small yellow spots with black around them.
Thanks for the response guys means alot ive just moved everything into a tent with cfls again while clean my room properly, might leave them in there until they bounce back, was vegging in flower room for a week or two since it was the start of my perpetual and was empty, they were stretching a little too much for my liking anyways. Much love!
