HELP! Plant growth completely stunted for 3 weeks!!

Hi I have a 4 plants and they have all been given the same amount of nutrients, watering, soil and i have this one that has some sort of a deficiency or something and I can't figure out what it is. It has shown no new growth in a few weeks and the inside of leaf, and sometimes tips are starting to turn brown and die. The leaves also feel very crisp and some just crumble if I touch them. I measured the pH and it was between 6.2 and 7. The other potted plants measured the same...I've been thinking it could be a Magnesium deficiency. The other peculiar thing is the leaf edges starting curling up but not the entire leaf. Here are some pics, what do you guys think?

Damn anarchy. That's some serious mutation you got there. My first piece of advice would be to take a peek at the roots. something tells me you might have some rootrot or something along those lines.

what kind of medium is that? ... i would pull it out and give it some nice soil - i mean it looks strange but there should be some pontential :nanana:

I assume this is what happens when you put your pot plant in the microwave a few minutes every day..

I see some of the leaves are jagged like they should be.. but others are smooth like a different plant.. Im almost guessing you took some ugly plant and disguised it as weed.. but thats far fetched and retarded.

What strain is that.. please give more info on your grow.. Also some pictures of the other 3 plants just to compare. (As long as they are same genetics)

Im also curious as to what medium you are growing in.. looks like a tub of dead Maggots to me.. Do you go fishing?

The soil is just store bought, it looks a little disgusting because of the crappy camera on my phone but I assure you it's fine. It drains very well and is very easy for the roots to grow in. One question: what do am I looking for when I look for rootrot and what causes this?

The strain is Sour Bubble obtained at a local dispensary, so it IS weed for all you skeptics. I will get comparison pics shortly but they are all different strains.

Cannabis puts out non serated finger leafs when stressed to the max. The plant looks really healthy to be putting out that high a % of stressed leaves though. Your soil looks like it has wood chips. If this is really weed and youre serious I'd say its definitely a combination of over watering / off PH / bad soil. Bad PH alone wouldnt do this.
 
It could definitely be overwatering, but the pH is fine. Depending on where I take it it fluctuates between 6.2 and 7. And if the soil is bad then howcome none of the other plants have problems? They've all been treated the same. Does anyone feel confident enough to present a solution?

EDIT: I just tried to pull the plant out of the pot to check for root rot and the roots are fine. In fact the roots have grown an enormous amount and are doing fine since transplanting. This leads me to believe the growth is not stunted from the roots or some sort of problem involving the soil/pH/roots

It is a reveg. I put my plants out too early and they all ended up revegging although this is the only that had problems so I don't think revegging is the issue. Could it be a nutrient deficiency?

It may or may not have a nutrient deficiency...can't really tell much from the pics because they're so blurry. But a nutrient deficiency is definitely not why it looks like an artichoke; that's most likely because of the reveg.

i can deal with it being an artichoke haha but is it unusual for a reveg to not have any new leaf growth for 3-4 weeks?
