Help picking energy efficient 150w ballast

[FONT=Arial, Helvetica, sans-serif]Guys I need some help picking a ballast. Yes I know I asked this already but in light of new things I learned I'm even more confused lol.

I was looking at a Minimaxi 150w kit but I was totally thrown off by the power consumption in this video https://duckduckgo.com/l/?kh=-1&uddg...%3D9k7LtuNyPf4
That's using closer to 190w then 150w! PF 0.99% my @ss lol.

Which made me think. What the hell kind of 150w ballast can I get that actually gets close to using 150w?! lol

So I'm currently looking at this ballast, the EB150SON (
http://www.grow-expert.com/en/ball-e...tt-remote.html ) which says it'll use max 163w but calculating the ampere usage of 1.11 on 230v I'm not getting anywhere near 150w, closer to 230w actually lol.
(I was actually looking at this kit www.grow-expert.com/en/set-150-watt-ball-remote-sylvania-grolux-type-mirror.html which I think contains the ballast I mentioned above but I have no idea how much power it uses, I really want something as close to actual 150w as possible)

Can someone please explain how this works, what all of these things mean (like THD and such, and how much power this would actually consume) and point me into the right direction of a kit (I need a proper lamp (growth and bloom) and a backup lamp, reflector and ballast for a setup like Pipedream has, a simple closet hydro setup) or some single items I should get that are sold in Europe or are shipped cheaply so I'm not paying 150 bucks for the unit and 200 bucks for shipping :p.

It's rougly the same setup as Pipedreams (see topic https://www.icmag.com/ic/showthread.php?t=21514 ) the only difference is that my wardrobe is slightly larger but I will use isolation material as well so that will slightly decrease the size. The other difference is that I will be using some LED lights (from china) to give some extra lighting for little wattage use. My cabinets grow area size will be 100cmx60cmx170cm (outer width and depth of the cabinet, no idea what the inner is yet since I don't have it yet but it might be just a couple cm less) without isolation with isolation I think i'll end up with roughly 92x54x170 maybe more maybe less, it's an IKEA cabinet so I'm not sure how I'm going work with isolation and stuff like that.
I think that the 1,11 A could be max at startup and the 163 W is constant use.

you think so? As far as i've noticed power consumption usually goes up after electronic balasts warm up since they all seem to have a soft start function in them now a days *shrugs* That's why I'm looking for an energy efficient 150w ballast, I can live with a 163w draw but 187w means a 32w loss which is a pretty high loss for an electronic ballast imo. I'm basing that on a youtube video of the Minimaxi 150w though, that one drew 187w, as did the Lumatik dimmable model. No idea if it improved lately though.
