Thought I had neemed them too heavy last week (smelled the neem the next day after spraying in the evening). But these pictures aren't showing a plant getting better.

What I have done since the neem:
Hosed down
Kelp foliar

Feeling pretty boned right now.

Looks like classic Broad/Russet mite damage but the only way to be absolutely sure is to scope them.

For your sake I hope it's something else.

If you determine it is broad mites, this looks to me like the most human safe method...

More detailed information for Nuke Em:
A foliar application kills and c
ontrols Powdery Mildew or Mold
and a wide variety of plant
parasites including Spider Mites,
Broad Mites, Leaf Aphids, Thri
ps, Whitefly, etc. Effective on
eggs, larvae, juvenile and adult
parasites. A soil drench or
hydroponic solution can be made to
control root aphids and other soil pests. Add
itionally, Nuke em can be used on walls, floors and
other gardening surfaces to kill ins
ects and mold where they are hiding.
Remove Beneficial Insects prior to app
lication, or safely replace after 3 days.
Do not spray on top of other insecticides
Nuke em:

Meets or exceeds state regulations for zero
toxic pesticide residue on plant materials

Does kill Spider mites, Root Aphids,
Leaf Aphids, Thrips, Whitefly and more

Does kill eggs, larvae, juvenile and adult insects

Does control mildew and mold

Is concentrated and economical

Is approved for use on the day of harvest

Is safe around people and pets

Is High Tech Breakthrough Technology
Nuke em:

Doesn’t alter the taste
or smell of growing cr
ops or finished produce

Doesn’t lower the value of produce

Doesn’t slow photosynthesis from by reduci
ng light to photon receptors on leaves like
other pesticides and plant washes

Doesn't slow photosynthesis from residue clogg
ing the leaf stomata like other pesticides
and plant washes

Doesn’t have plant oils in it, so no
oily residue on flowers or leaves

Doesn’t have soap in it, so no so
apy residue on flowers or leaves

Doesn’t have chemical surfactants in
it, so no residue on flowers or leaves

Doesn't have petroleum or Pyrethrums in
it, so no residue on flowers or leaves

Doesn’t smell bad

Doesn’t make leaves, stems and flowers sticky
Insects, mildew and mold can’t become immune
to Nuke em’s effects. Its unique formula is
comprised of 100% food grade ingredients that
are commonly found in every day food products!

Most of the information there is correct, though I think all the people that have fried their plants during heat treatment by running fans with disagree with their advice to do just that.

I haven't used Nuke Em but judging from user reviews they write a check their ass can't cash.

*.edu (this string also restricts search engine results) websites contain more accurate information and solutions.

Thanks Mikell. When things seem too good to be true, they usually are.

Environmental conditions re: temperature, RH, wind, etc?

Temp: High/Low *F Hi/Lo RH% Wind high/average mph
8/1-8/7: 100/54 90/24 17/1.5
7/25-8/1:108/56 88/14 34/1.9
7/18-7/25:102/51 89/27 22/2.1

UV index is usually an 11 by noon or earlier.

Temps can reach 90*f by 9am and stay high until 9pm. Breaking point usually 4 or 5 pm before temps go back down little by little.

Picked up Met-52. Dyna gro neem.

Screening ewc right now to top dress along with kelp & neem meal. Got to keep healthy while attempting to destroy these. Doubling up soil drench teas too.

Never ever seen neem make a plant do that. Unless maybe you sprayed with the sun out they'd obviously be fried. Id definitely say mites even if you haven't seen them. Your doing a good job boosing micro, health, and immune system. Insect frass is some good stuff to top dress with as well.

Thanks all for the help.

Top dressed with insect frass, ewc, kelp.

Sprayed Met-52 last night. Going be out again every night messing up these little bugs lives.

Shit-sandwich for them, not me!

Hell yea man, I like to see your attitude changed! You're not alone, trust me. Everyone I know is fighting these at some degree. Just keep up on spraying. Don't stop til harvest. I'm using met 52 @ 1/4 tsp per gal along with 1 tsp per gal of yucca and this product called Guard @ 1/8 tsp per gal, all in one spray every 2-3 days. I first noticed the russets a month ago, and im still green and growing everyday. Just about everything has flipped to flower and the budsites look great, nice and thick milky white. So id say something is working. Good luck man, and share your progress and techniques.

I've used it at 2 t per gallon so far. Sprayed all leaves, stems, soil surfarce, and area around the patch. Will tone down rate per gallon after the first week.
Are you using any other sprays-neem, spinosad, essential oils or B.T. ?

I'm scoping and looking for them. But no, I haven't given a positive ID on my exact problem. Plants health was declining, and the pictures show that something was/is happening. Haven't and won't use anything nasty. But being extra vigilant and boosting immune & health of the plant.
What do you think I should do?
How them peppers going for you this year?

Pretty much exactly what you're doing.

It's a little common in these parts to assume something and follow a course of treatment that may or may not be needed, which could cloud out what may really be the issue. Preventative/immune boosting is a good idea while trying to diagnose but I would be hesitant to give them the full monty. Again, what it looks like you're doing, I just wanted to give a poke ;)

Not bad. The two stragglers are setting fruit but it's fairly late and they'll probably end up in the compost pile. Harvested a few dozen fatalii. Made some poppers and repaid the neighbourhood Bean Fairy that ties bags of beans to the front door handle in the wee hours of the morning. Not sure if she will enjoy them but they aren't much hotter than a hab if at all.
