Im thinking thrip but kina hard to tell can u get a better close up you may wan post the question in the Cannabis Infirmary

aphids. get em quick before they get big and start reproducing on a mass scale. if you can get your hose on the fine spray and get as many undersides as you can. insecticidal soaps and neem will help, i used some pyrethrin based spray on my peppers and it wiped em out overnight. i might actually get some fruit.
