Helicopter's three white strobes

Here south of Laguna Beach , we get Coastguard, Marine(Chinooks) , and our lovely Sherrif. It appears we pay them good cause I constantly see them zipping around. I have read all the Searches on Helis, Strainhunters guides, to all sorts of sketchers.

Here is what I want to know. When I see Sherrif Heli's, I see three white blinking lights. In a pattern of 1-2-3, triplets if you play music.

Wtf are those? Are those just strobes that tell other aircraft leo is around, any knowledge on these? Definately not your standard aircraft lights. It appears they are always on as well. Never off.

Hope this isnt to redundant guys.

Strobe lights - On aircraft primarily, strobe lights flash a high-intensity burst of white light, to help other pilots recognize the aircraft's position in low-visibility conditions.
