having problems w/ my veg. lights

ok i just started about a month ago from seed, everything is going pretty good. I am using 2 250w MH lamps for my veg cabinet in an 47"hX38"wX40"l custom built cabinet. I have a fan on each light, A/C ,and exhaust fan and I am running a bubbler system and everything is blowing up fast a few of the plants are like 4 to 5 inches tall w/ around 6 to 7 nodes of true leaf sets and tons of side and under growth.

Ok now my problem is lately one of my lamps is not starting. At first i just thought it was the bulb so i put a new bulb in and it worked fine, then today i came home about an hour after lights on and seen the same problem is happening it looks like the center of the bulb where the gas is started at is just fluttering and not coming on. Dose any1 happen to know what this could be caused from? The cab has enough light to carry the plants onward but i want to keep the same amount of growth that i have been amazed w/ since i have started. Anyone have any suggestions on what it could be i know for sure that the ballasts are brand new and have only been running 18/6 for about 2 1/2 weeks now and the bulbs are brand new also. If anyone could help that would be great

Sounds like a bunk ballast to me. Can you take it to the shop you bought it at? I've had new ballast fail very prematurely, not quite 2 1/2 weeks but 4 months and they changed it out without a problem.

Ok well i got the ballasts which are rebuild kits my partner got from work he is an electrician but he is out of town on a job so i can't have him come look at it. It looks like in the center of the bulb has carbon build up on it and the other 1 i traded out a cpl days ago has it also but the bulb from the working ballast in clean as the day i put it in there.
