If your soap wont lather well in the shower, white/green build up on your faucets, white clothes arent so white, stuff like that means you have hard water. Its caused by an excess of minerals in your water mostly magnesium and calcium. The water company can test your water for you to let you know.
Found this "test" on google when I wondered the same thing. Get a glass fill it with water let it evaporate if it leaves a ring, you have hard water. I do so now I use rain water.
I think for soft water you need a system hooked up to your house.

you could use a ppm meter... and test the dissolved solids in your water...I believe over 350 your water is hard...
