grow 3 ...........help!

Ok so here goes, this is my 3rd grow, first two were dismal lol.
Growing 2 green crack and 2 cbd dutch dream I think they were called.
Growing medium 100% perliteéhempy buckets.
Nutes: General Organics, Grow, bio root and calmag for veg state.
Lights 10 6500k CFLS with reflective hood, at current distance I am getting around 17000 lux to the top of the plants.
Feed schedule, feed one day, flush the next, feed, flush etc,
I have a heater, fan and humidifier running.
Started from seed, not clones.
First and 2nd grows the plants grew fine as far as height, only thing I changed was making the reflective hood with 10 bulbs in it instead of individual lamps placed around the plant.
They are starting their 5th week right now but they seem sooooo short. I am wondering if I have been giving them too much light.....and how tall they would get if I put them info flowering in the next week...

no, they are not getting enough light.
There are better options.
Any reason you are sticking with those lights?

my last two grows had less light and grew fine height-wise. I had these lights considerably lower, just a couple inches from the plants and I was getting what looked like nute deficiancies, yellowing of the leaves. like I said, I am getting a read of 17000 luxélumens at the current light level.
Cost is the reason for CFLS. both initial cost and light bill cost.
