I am making this thread because a lot of people start out with 400w light closet setups and want to know a good way to do it on a budget.
I want to start by saying that in this setup I decided not to skimp and got a nice cmh bulb but it can be done for even less....

Call them and order it without the bulb, Its 100 bucks plus 20 shipping - it runs my CMH bulb perfect and has never given me a problem.
Then head to advancedtechlighting.com/cdmed18 and pick up a 400w ceramic metal halide bulb, you can use it to grow from beginning to end. If you don't know about it hit up the sticky in this forum about them.
Once you have your bulb and ballast kit, you can basically plug in and grow. So far you've spend $180 bucks, still got $20 left gotta get soil nutes and pots for your plants. For those on a budget I'd use fish emulsion during veg. Then by the time you flower you can get some nice flowering ferts. For soil mixes check out the sticky in the Soil Organics forum.
All you need to add is soil, pots,and seeds. CMH runs cooler than HPS so i don't have any fancy cooling or venelation nor could I afford too, its a little bit warmer than I want it to be but as you can see it works fine.
I am a total noob to growing and this was my first indoor grow, so if I can do it so can you.
So before you spend that 200$ on that half ounce of dank, think about this thread and how easy it is to do....
