Ever had a male plant that didn't drop pollen?

As the title says.
I have had a couple do that; they get pollen sacks which open into flowers, but no pollen is dropped.

Is this due to environment or is it genetic?

Or are the seedbanks fucking with us and trying to stop us producing our own seeds by genetically engineering plants to be infertile?

yes, i've had a no pollen male
breeding for no pollen males? maybe possible, haven't heard of it though
