central and south american have been talking about cannabis for the last couple years already and now that colorado and washington have legalized it they see $$$. money that woulndt be going to a cartel cause they can tax it. two birds, one stone.
when your boss stops talking about you... you are on your way out. holder knows this. obama needs a bi-partisan issues to push thru easy to set up a second 2 year democrat controlled washington. arizona already has mmj, where janet napolitano is from(not that i want her as AG) a red state. only handful of votes are needed to get things thru.
