Is it really necessary todo if there is just dirt underneath the pot? I can see why its needed if it was concrete but if its dirt is it necessary. Thanks...

If you don't mind them growing into the ground then no... Roots will grow into the dirt. I put my 30 gal and below on Home Depot buckets why make it easy on the pests.

I was just going to throw some chicken wire underneath the bags, the fence is only 8 feet tall id like them as low to the ground as possible. I thought one reason for raising them was to keep a good airflow going underneath the bags?

if the ground is colder than the pot, I raise them, on anything at hand,(2x4" blocks) and yes if left un attended, then those roots will grow down, for your position consider a trench with planks at the bottom

I have some surrounding the swimming pool on cement, i have 2x4's underneath those. I figure water would just pool up underneath and would create a problem? The others would be next to the fence either on soil or raised a bit only if i need it, I see others on here with just a fabric pot on dirt/weeds, etc.?
