Electrical Question

I have a 240 water heater timer that I run my lights off of. Is is possible to use one of the hot lines coming to the box and make a 120 outlet by chance? How would I do that?

Not unless you have a neutral wire in the 240 circuit,and you probably dont if it was feeding a hot water heater its just 2 hots and a ground

isn't the ground and neutral the exact same thing, in the box it all connects to the same bar, and in some cases it connects to seperate bars, the neutral bar and the ground bar,..... but these bars are connected anyway.. lol.... so it's the same thing, am i wrong?
